Your class monitor is incharge of checking students for proper school uniform and often penalise them when they are at fault. However you notice that she himself often wear different types of socks and belts instead of the ones which are the part of the school uniform .

What you think could be the best way to make her understand that that's wrong?

This type of misbehaviour can be harmful to the other children as it gives bad impressionss about the class monitor and student wil get a good excuse not to wear school uniforms.
We should make her understand the duties of an incharge and advice her not to be in improper school uniform.
