1)what the reason for this could be
2)how you could discourage his/her from doing this

1. The reason could be that he like to scale on class walls or he have some problems in his life so he enjoy it by scale on class walls.
2. I discourage him by saying him that this was not the good thing and if teachers will know about this they will punished you

There are few reasons like ...consider him as below a avg student ... he will always try scribble and scratch his name becoz he don't wanna study,he don't want to participate in interhouse meetings or he hates EC.
We can discourage him by showing him the fear of board exams or with the help of some rude behaving teachers who can screw him up badly....
