If this is a high school than you`ll need to speak to your counselor about a class change. Let him/her know that you feel you aren`t learning properly from this teacher, if the person really is inappropriate for the position they should take such a report seriously and not only look into it but also be able to place you in a different teacher`s class. It`s their job to ensure that every student has a learning experience that works for them. In a college there is usually a drop out window. When you register a class you should be given the final date to drop out after which you`d have to full out a form requesting to be removed from the class with a `W` (which I think means `Withdrawal`). That`s the system where I am anyway.
