First of all ask that friend whether she is interested in participating or not as not attending rehearsals when her name is there is not good as it creates a lot of coordination and formation problems if one is absent there. If she is interested then strictly tell her to attend rehearsals on time for proper practice and if she is not interested then tell her not to give her name again in such competitions in which she cannot give her time or if she has given her name already and later she make her mindset of not participating whatever reason it is, then tell her to tell everyone in advance that she cannot attend rehearsals and also ask her to send her substitute.

At the starting we should ask that friend do she is really interested and if she is then she should take that thing seriously, because by ditching the rehearsals she is wasting her time and others too...
