The question is a simple one liner but it's answer is too big to point at one spot. I have read a lot of the answers and though I do agree that many of the things such as rote learning are to be blamed, I still feel that the are deeper evils, if I may call them so. So here are my reasons:

Overpopulation: We come from a culture that says mata, pita, guru, devam - a phrase that places a teacher between the child's parents and God. When it comes to learning, it is very important to understand the child, it's likes, dislikes, stimulants, curiosity and give that attention to grow. Personalization would then come in terms of lessons, evaluation and career advice. In a country where student-teacher ratios continue to grow while stipulated student-teacher time remains constant, personalization is thrown out of the window and standardisation comes in. Why? While parenting and being a God are not jobs, teaching is and with a job comes the sense of detachment to prioritize other activities. To move forward one would need to know if the basics have been learnt well - a need for evaluation. When there's no time for personalization, experts sit together, discuss their views, compromise and devise the scope of learning and the method of evaluation - aka the syllabus and standardized tests.

Poverty: What? Why? Post independence, when India began to develop, there was a very small percentage of literate people in the country. Opportunities opened only for a select few types at different times. Just the way the economics of supply and demand determine the value of goods in the market, the value of human skill underwent the same impact. The post independence generation did not have access to education due to the need to work on farms for daily bread. While they saw the more privileged of them ”educate” themselves and see them build bridges, treat great people and save the innocent in court, a sort of uplifted status was provided to the engineers, doctors and lawyers. They became an image of stability and they continued to receive respect, to impact society and to have jobs that didn't depend on seasons or the need to sweat under the sun. The returns to struggle ratio was immense they felt. As they continued to age, their access to education got more distant and they realised that their children should not undergo the struggle they underwent while the rest of the world moved forward. So when pastures began to turn green and opportunities in the country grew, these who felt they knew better wanted to make sure their progeny had the best of lives. In addition, those who had a good life wanted to make sure their progeny did so too. So available choices for a child standardized to 3 safe areas in the minds of the struggling parent.
