The problem of traffic in India is not hard to understand. If some people want to go a distance of 1km at a particular time, and all they have is a pot holed road with unruly drivers, the average speed any of these people can achieve is going to be very low. That causes buildup of traffic. A simple solution to a significant part of traffic problem is to make road surface better to increase average speed. If each person takes 10% less time to get from point A to point B, you will see 10% fewer vehicles because they are done using the road. Today, even if there is no traffic, an average km costs two minutes in Bangalore. Make the road surface better and it will take less time. This problem is similar to the government office problem - the throughput is so low that lines build up.
Otherwise, traffic density in India is not that high yet. It seems higher because everyone is staying on road much longer.
What car pooling will do is reduce number of cars, but it is hard to achieve because even a single km of detour to pick/drop the riders is very expensive in terms of time. But to answer your question, yes, it will reduce traffic. This is evident when bus strikes caused public transport users to get in their cars and bikes, and it caused terrible jams.
