You'll need to delete the malaware files from registry, and start the Windows defender antivirus services using services.msc

Explanation:

Step 1: Press Win + R to open run command and type regedit.

Step 2: Type the following path in the path search box at top of registry editor. Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender\Real-Time Protection

Step 3: Delete disable anti virus or any other registries that you seem like in the second screenshot.

Step 4: Open the run command again (Win + R) but before close the registry editor.

Step 5: Type services.msc as given in the 3rd picture.

Step 6: search for Microsoft Windows defender antivirus service and right click it and click "start".(shown in the 4th picture).

Then your windows defender antivirus service will be start as start wour windows security app and in the virus and threat protection there is an option restart click it.(The pc will not restart, the windows defender antivirus will start.)

If the path in step 2 is not found than skip Step 1 and Step 2 and Step 3.
