Voltmeter - If the indicator hand is in the zero position then the zero error is 0. If it is it is showing 1 division then the zero error is 1 division and it should be added to the voltage measurement after connecting to circuit.

If the pointer of the ammeter orvoltmeter is exactly at zero, when it is not connected to the circuit, then the instrument has zero error. If the pointer is above the zeromark, the the zero error is negative. The number of divisions it is above the zero mark are to be subtracted from the reading.
The least count of any measuring tool is the minimum reading or value that can be measured by it.
In general the least count (LC) of any measuring device can be given by
Least count = Value measured in n divisionsn
