This is because the head of the country, Mugabe, was an autocratic ruler. He used many dirty tricks to win the election. The televisions and radios were under government and only showed ruling party's provision. Many journalists were indipendent but were harassed by the government. The government also ignored judgements made by the courts. It was finally thrown out of the office in 2017.Clearly this is autocracy. In a democratic country, journalists aren't harrassed and they're free to criticize the government. Also, in a democracy, the government's bound to listen to the judiciary. So, Zimbabwe under Mugabe wasn't a democracy.

Advantages

a) High Yield of HYV seeds:

As compared to traditional varieties, the hybrid varieties have better yield per plant.

b) Early Maturation of them.

It also matures faster. Think makes possible to raise more than one crop in a year. Hybrid also mature uniformly, i.e, all the crop matures at the same time. This makes harvesting easy and reduces loss during harvesting.

c) Better response to fertilizers:

HYVs respond better to fertilizers. This increases crop yield.

Disadvantages:

a) Produce less fodder:

The plant parts that are left over the grain harvest are used as a fodder. Hybrid varieties yield less fodder than traditional varieties are shorter.

b) Higher inputs:

HYVs require more water and fertilizers. They also need pesticides of growth and more frequent wedding. Though the aim of varietal improvement is to produce high-yielding varieties which are more adaptable and resistant to diseases, most HYVs developed so far are more prone to diseases than traditional varieties.
