it is because silver is less reactive than hydrogen and according to the displacement reaction less reactive metal cannot displace the high reactive metal
whereas
in the case of zinc...zinc is high reactive metal and hydrogen is less reactive so it can displace it from H2SO4 or what we call sulphuric acid to liberate hydrogen gas ........
