Here is your answer....As we move our hands through air we can easily do so....
But doing this same process in water is quite tough for us to do so....

Hey,mate here is ur answer
Friction due to air is much smaller than friction due to liquid. For eg.
When we shake our hand in air we feel less friction but when we shake our hand in water we feel more friction
