So, we will start off with the first equation,  and then continue onto the second one :)

0.4x+0.3y=(17)(0.7)x
0.4x+0.3y+−11.9x=11.9x+−11.9x−11.5x+0.3y=0x−11.5x+0.3y+−0.3y=0x+−0.3y−11.5x=0x−0.3y
−11.5x/−11.5=0x−0.3y/−11.5x=0x+0.026087y

The second equation :
-0.2y=0.8
0.2y/−0.2=0.8/−0.2y=−4
