No 1/0 is not a rational no. because :-

rational numbers are those numbers which can be represented in the form of P/q and where q should not be 0. and in the question q is 0 so it not a rational number

Because rational no. Is is always in form or p/q where q is not equal to 0

Also , 1/0 is not defined at all
