Magnesium is left in excess as the amount of oxygen is less than that of magnesium. let's suppose all oxygen present reacts with magnesium and forms MgO.  We know the ratio is 1:1 thus 0.6g of oxygen will react with 0.6g of magnesium leaving aside 0.4g of it.
