In first type , coming together federation States come together on their own to form a bigger unit and they have equal power they are equally strong vis-a-vis the Federal government they are coming together so that by polling Soverginity and retaining identity can increase the security examples are USA Switzerland and Australia .
In 2nd type ,holding together federation the central government 10th more power vis-a-vis the states have a large country decide to divide power between constituent states and the national government examples of India Spain and Belgium
