Since we are going from a higher denomination to a lower one we multiply each gap by 10 that is from litre to ml there are three units between them. Litre, decilitre, centilitre and then ml.  

Therefore we get 1 litre is equal to 1000 ml

1 litre = 1000 ml

∴ 5 litres = 1000 ml × 5 = 5000 ml

To the above quantity that is 5000 ml we add the balance 400 ml to get the total quantity.

∴ 5000 ml + 400 ml = 5400 ml

So 5 litre 400 ml when converted to ml would be 5400 ml.

Ratio of 5000 ml and 400 ml would be

5000 ml : 400 ml

5*10*10*10ml : 4*10*10ml

Dividing both the value by 10*10 ml we get

5*10: 4

50 : 4

Hence the ratio would be 50 : 4
