 (\frac{ - 1}{5} ) {}^{3}  \div ( \frac{ - 1}{5} ) {}^{3}
We know that,

 {a}^{m}  \div  {a}^{n}  =   {a}^{m - n}
=>
( \frac{ - 1}{5} ) {}^{3}  \div ( \frac{ - 1}{5} ) {}^{3}  \\  \\  =  > ( - \frac{1}{5} ) {}^{3 - 3}  \\  \\  =  > ( \frac{ - 1}{5} ) {}^{0}
now we know that,

 {a}^{0}  = 1
=>
( \frac{ - 1}{5} ) {}^{0}  = 1
Your answer is 1
