Right to vote was not always universal right because we did not used to have right to vote previously let's take an example of India only when Britishers came here kings were ruling us did we vote them or said them to rule us they used to fight wars and win our states and country's

you take another example of USSR there also people did not wanted them to rule but that was a forced rule we did not have any rights and powers as we have now in a democratic country
