99856 is a perfect square whose square root is √99856 = 316.

explanation....

1000 is the smallest 4 digit no.... if we take its square root then,...we will get remainder 24... when we add 1000 and 24, we get the no.1024, which is the smallest 4 digit perfect square...

99999 is greatest 5 digit no.     if we take its square root then,...we will get remainder 143... when we subtract 143 from 99999 we will get 99856, which is 5 digit perfect square...
