1. How do places experience sunrise and sunset?
That's partly because of the rotation of the earth, and partly because of the fact that all countries follow some standard time.
The rotation of the earth results in the regions facing the sun being lit, and a region which turns towards the Sun first, has the earliest sunrise.
Hence, Japan has an earlier sunrise than India, and India has an earlier sunrise than Pakistan...But while Tokyo (Japan) sees the Sun at 5:30 in the morning, so does Bhubaneswar (India) and so does Lahore (Pakistan). So what's out of line here?
It's the fact that each country has its own standard time. Every country choses one longitude as its standard longitude. But since a country is spread over many longitudes, the eastern most part of the country, say Arunachal Pradesh in case of India, will see the Sun earlier than Delhi, thanks to the earth's rotation.
But since Arunachal Pradesh and Delhi, both follow the IST (Indian Standard Time), the Sun rises a few hours "earlier" there.
Coming to the point of the different cities having the same time of sun rise, that is because, those countries have their own standard time, and a standard longitude.
For a country, the mean time is the Standard Time of tat country, while for the world, its the GMT (Greenwich mean time). By the Greenwich mean time, Japan is 9.5 hors ahead of GMT, India is 5.5 hours ahead of GMT and Pakistan is 4.5 hours ahead of GMT
