Ans 1:- Water is not available and affordable by all in Chennai because there is a situation of water scarcity and safe drinking water is not available to all at an affordable price. Municipal supply meets only half of the needs of the people in the city. Access to safe drinking water is limited to those people who can afford.

Ans 2:- The sale of water by farmers to water dealers in Chennai is not justifiable because

1. It is causing a decline in the level of underground water levels resulting in loss of drinking water to the local residents.
2. This practice of selling water has taken away much water from agriculture resulting in loss of the availability of foodgrains.
3. The private companies exploit the residents of Chennai as well as the local residents because they make huge profits in this transaction,which is their chief motive.

Yes the public can object to this exploitation of ground water as access to safe drinking water is a part of the fundamental Right to life.
