Remember if in the denominator only 2 and 5 or their powers as for example 2^3 are present, then that fraction's decimal expansion is terminating.

Take 8/125= 8/[{5^3}×2^0], so it has 2 and 5 in the denominator. [2^0=1] 7/90 is not terminating because in its denominator in addition to 2 and 5, 3 is present. It does not matter what ever is in the numerator.
