The moment of a force about an axis of rotation is the turning effect of the force about the axis of rotation. It is measured by the product of the force and the perpendicular distance between the axis of rotation and the line of action of the force.

When there is air in the balloon, it exerts pressure on the wall of the balloon, which is balanced by the atmospheric pressure.

Now, on removing the air from the balloon, the atmospheric pressure becomes greater than the internal pressure, which means that the atmospheric pressure will exert a force on the balloon collapsing it.
