Answer:

Each degree of a longitude is divided into minutes and seconds for accurate calculation of the locations . Each degree is found to be 111km maximum at the Equator region . Two longitudes have time difference of 4 minutes and thus , the time of a location is calculated as 4 x longitude degree from Prime  Meridian.
