Here,

D+16.8= C (1)

C= 2πr (2)

On equating both we have,

2πr= D+16.8 cm

2πD/2=D+16.8 cm(r= D/2)/(change RHS D into 2r)

πD= D+16.8cm

22/7 ×D= D+ 16.8cm

22D= 7(D+16.8cm)

22D= 7D+ 117.6cm

22D-7D= 117.6cm

15D= 117.6cm

D= 117.6cm/15= 39.2cm/5= 7.84cm

r= D/2= 7.84/2cm= 3.92cm

C= 2πr

= 2×22/7 × 3.92

= 44× 0.56cm

= 24.64 cm
