The lion's are trained through punishment and food deprivation. Circuses easily get away with routine abuse because no government agency monitors training sessions. Trainers drag big cats by heavy chains around their necks and hit them with sticks.
Basically it's for a distraction and kind of like a mind-hack for "taming" a lion. The lion tries to concentrate on all four legs of the chair at the same time and gets confused. The whip is probably just a reminder for the lion to listen or else it is either used to hit them.
