Answer:

1. Yes, the prince really lived a happy life when he was alive. As he lived inside the castle, he had not seen the misery and ugliness of his city. He did not know what sadness was; but only until he was alive. After his death, a statue was placed over the top of the city so he can see all the miseries in the life of people living in the country.

2. Princesses, at that time, might not be having a right to rule over a kingdom. This may be happened because people at the early times believed that women could not rule over men; instead, they were made to take care of the household and children, whether she belongs to the royal family, or the poor one.

3. The Happy Prince was not able to take care of his subjects when he was alive because he lead a happy life in the palace. He had not even seen the misery of the people of his kingdom. Thus, he failed to take care of the people of his kingdom.

The Happy prince, who was placed on the top of the city, had pity on the poor people he could see living the dull life. So, he sent the sapphire from his sword to the stitcher woman(i can't remember the accurate word, please note it from the book.), one of his sapphire from eyes to a matchgirl, another sapphire from his eye to a playwright and the gold leaves  from his statue to the poor children living on the footpath, through the little sparrow.
