Measurement is complete only if we have following two:

1.Name of unit

2.Numerical value or how many times the unit is contained in that measurement

For example, if you purchase a peice of cloth of length 6 meter, 6 is the numerical part and meter is the unit part . You will have to speak both these statements simultaneously to be clear. Or else if you miss one part ,your answer would be incomplete like try saying I bought 5 rice (without kg).

So both are important .

Without number what will be the value of the measurement?...hence a measurement requires a number. Now, suppose the number is 10. measurement basically means the measure of some quantity. if I write only 10 then, the other person will not understand that the measurement of which quantity is 10. Thus measurement also requires unit.
