A water tower has an inbuilt heating system! The water tank is fitted with a central pipe called riser. This pipe runs through the length of the tank. Water is pumped in to the base of the riser, from where it rises up into the tank. The riser is wrapped with heat tape and insulation, and capped by a jacket made of aluminum to prevent water from freezing inside the tank!
