Those 10 bulbs connected parallel will have higher voltage than those in series.
This is so because, for instance take the flowing current in both circuits to be rushing water and the bulbs as a rigid filter. Now when you pour this water into the tube with all these 10 filters, and the tube allows easy flow of water, you will see that by the time the water pass the 10th filter, its force is reduced. Same goes for the charge flowing through the bulbs in series and the 10th bulb gets very less voltage. But in parallel connection, flow is distributed uniformly and all 10 gets more voltage.
