It goes back to the Hundred Years War and its causes. The Angevin Empire was the most powerful force in what is now France, and the Kings of Paris resented that. Paris only became dominant by allying with the Pope to conquer the holdings of the Counts of Toulouse, thus adding most of what is now Southern France to their holdings and using to assist in conquering the mainland holdings of the Counts of Anjou and Normandy, etc. They have never gotten over losing most of their holdings to the French.
