Here if you clearly observe the diagram [when you make make the diagram of it]
then you will find that it forms a ring
and the area of the that ring will be
π(R^2 - r^2)
Here R is outer radius and r is inner radius
we have inner radius(r) = 22/2 = 11m
but what about outer radius
so the outer radius is equal to the inner radius + width of the road
so R = 11 + 10 = 21m
now the area of that road will be
π(R^2 - r^3)
π[ (21)^2 -(11)^2]

if the cost of constructing road is rupees 10 per m^2
so for 1005.31 m^2 it should be equal to
10 × 1005.31
