18 x 10 = M2 x 1000
M2 = 18/100 = 0.18 molar
Now,
Normality = x x molarity
Where, x = mol.wt/equivalent wt.
 = 98/49 = 2
Thus,
Normality = 2 x  0.18
 = 0.36 N
Hence, the strength of dilute acid is 0.36 N
