Therefore 5 hrs : ?? people ??
then by inverse variation that is, shown in above picture...
y =k ÷ x
When y = 10, x=20
k = 10×20
= 200
thus when x = 5
k = x×y
200 = 5y
y = 200÷5
= 40

There will be an inverse proportion between the two as time decreases persons will increase so we can write the equation as
x/10=20/5
x=(20/5)*10
x=40
So 4o persons are required to fill up the tank
