A fawning publican means a hated tax collector. Shylock hates Antonio as
1. Antonio lends out money without interest and thus disrupts the rate of interest on loans in Venice thus causing loss to Shylock's business.
2. Antonio mocks Shylock on charging interest on loans when it is perfectly legal.
3. Antonio is a Christian while Shylock is a Jew and they both hate each other due to social stigma.

Fawning publican means according to the Shylock Antonio is man who first wants to take all his money and properties and then coming and asking for favour. Antonio is hated by Shylock because firstly Antonio is a Christian secondly he lend out money without interest due to which Shylock has to bring down his rates of interest and thirdly Shylock is abused by Antonio in public place and kicked by Antonio moreover to that Antonio says that Shylock believe in wrong relegion , Shylocks tribe is being insulted by Antonio .
