Because the defence and foreign affairs are serious matter which cannot hold by state government and are not for sharing common people that's why it comes into the hand of central government.

where as the police, agriculture and irrigation are not very serious matter because it cannot affect defence and foreign affairs so it comes into the hand of state government.
