Magnesium oxide is by no means soluble in water. MgO is an ionic compound whose crystal structure is made up of Mg²⁺ cations and O²¯ anions. The thing is, such ions are so tightly held together that water by itself cannot overcome like it does with other crystalline compounds such as salts.
