There are many differences-

The wire in that is used in the electric heater is of much higher resistance while the wire used in a fuse is of much lower resistance it is so to withstand the higher supply of AC current that flows in the heater.

Electric heater uses wire of very high melting point while the fuse uses wire of very low melting point.

Fuse wire always uses copper as its element  while electric heater always uses nichrome as its element.
