Article 75 of the Constitution of India specifies the manner in which the Union Ministers are appointed.

The Prime Minister is appointed first by the President. Subsequently, other ministers are appointed by the President on the advice of the Prime Minister.

The act clearly states that any minister who is not a member of either house of Parliament for a period of six months since being appointed will cease to be a minister.

In other words, a non-member may be appointed as a minister, but he/she will have to get elected to either house within six months.
