This is because water reacts very vigorously when added to acid, and releases a large amount of heat , and splashes the concentrated acid( sulphuric acid) out of the container. Hence, it is COMPULSORY to add acid to water , as only a little amount of heat is released,and also the reaction won't be that violent.
