The Russian empire was ruled by Tsar.He did to want a constitution as it will limit his power on the people.

The 1904 revolution changed the situation . The result was that Tsar had to create a constitution and it limited his power. The way of earning revenue by tax and high price for resources was also corrected into a fair manner. So the major extra revenue income through extra tax was also stopper.

So the 1904 revolution was a major disaster for th Russian empire.
