Volume is proportional to number of moles.

Reaction is as follows,

H2+Cl2--->2HCl.

There for for 1 mole of H2, 2 moles of HCL is produced

As there is no limiting reagent, for 1 ml of H2, 2 ml of HCl will be produced.
