The process of rusting cannot be called combustion because in this process no heat and light is produced. Due to this reason iron is not considered as combustible substance.

no the process of rusting can't be called combustion because in the the process of combustion a new product is formed(i.e ashes). but in case of rusting no new product is formed. Combustion also produces heat which doesn't happen in rusting
