Resistance: It is phenomena by which a conductor opposes the flow of electricity.(bookish answer)
In simple word it doesn't allow the free flow of electrons by offering some opposite force. It varies from metal to metal and is measured in ohms.

Rheostat: it's a device with the help of which we can achieve variable resistance. It can either be used as a resistor having fixed resistance or the other way round. By adjusting resistance we can achieve desirable current flow.

There can be a confusion between rheostat and resistor. In that case I would like to mention about resistor.

Resistor: it's a component having fixed resistance. These are basically used for electronic purposes. Similar to rheostat, resistor too limits the flow of electricity.
