On 12th March 1930, Gandhi started CDM with Dandi March with his 78 followers and he made salt in violation of salt law. This activity was a symbol of Indians as 'Act of Gandhi and his Followers'. It was to refuse to live under the British made laws and under the English rule.

The movement spread throughout the country with participation from all caste and creed and class and community, even women!

Initially, it was just the hartals and demonstrations. But as the movement progressed and spread, in the subsequent stages, peasants refused to pay land revenue and rent. People refused to pay any kind of taxes. Afterwards, students participated along with service class people by leaving English made colleges and resigning from offices and legislatures. People took to streets to restore passive resistance and in boycott of foreign made goods they burned those goods.

CDM was launched to paralyse the government by non violent extra legal means in defiance of their laws, even if it means non payment of taxes.
