1)the phemenon is called as a mirage.due to the changes in the refraction of light the light rays coming from a distinct object appear to be coming from inside the groundthat is why it is called as a mirage

2)hot air works as an optically rarer nedium relative to cool air. when the temperature changes rapidly in a vertical direction as refraction of light takes place the angle of rafraction cahnges continuously.

3)during holi fire the temperature of the air becomes much grater than that of air further up.its is a rarer medium.therefore we can see objects beyond the holi fire appear to be flickering
