i) It represents the eerie quitness of the tiger's cage at night, as well as his suppressed and helpless rage.

ii) It shows that his eyes are twinkling like the stars. Glowing with a desire to go outside the cage.

This repetition help the poet to express his views in a much better form. Here he used such repetition to create in the mind of readers a sense of that the tiger isn't happy in his conditions. So, this repetition makes the text more interesting.
