Let us assume Afsal has X no of marbles  and Chetan has Y.

Then 20/100 (X) = Blue balls

40/100 (Y) = Blue balls

As both have same no of blue balls

20/100 (X) = 40/100 (Y)

X = 2Y

Hence Afsal has twice the marbles as Chetan.
