Buffer stocks play an important role in food security. Buffer stock refers to excess grains or surplus quantity of wheat or rice. Buffer stock is procured by FCI (Food corporation of India). A price is announced for buffer stock called Minimum Support Stable prices help maintain farmers' incomes and improve the incentive to grow legal crops. Stability enables capital investment in agriculture needed to lift agricultural productivity. Farming has positive externalities it helps to sustain rural communities.The government buys excess stock of food grains and stores it, so that it can be used during drought or floods or at times of other calamities, when grain productions is low.
