Initial number of blood donors = 24,000

Final number of blood donors = 27,783

Increase = 27,783-24,000 = 3,783

Rate of increase = 5% every 6 months = 5% of 24000 = 1,200

3783 / 1200 = 3.15

3.15 × 6 = 18.9

Hence, 18.9 months is the correct answer.
